Where are you seeing the voltage spikes? Sensors that are 5 volts can have a rub through to a 12 volt wire causing them to be high. Otherwise for stuff over 14 volts you basically have injector drivers/wiring that is running higher voltage. You could remove the belt or wire for the alternator to take it out of the equation. Also when checking with key on engine off do you have voltage spikes?
