UPDATE/CONCLUSION- It was the ECM. The first reman ECM purchased from Cummins was also bad. The replacement for the "new" bad one solved my problem. There is also a big difference in appearance with both of those reman ECM's, the first one didn't look so hot, the 2nd one looked much better, the casing or shell was just way better on the 2nd one. The first one looked like someone painted it silver and stuck it in a box. The 2nd one has a shiny almost stainless look to it, and both were Cummins ReMans.
